Attention is drawn to the strong collective L=4 direct excitation of the state at 2.367 MeV in ${}_{}{}^{100}{}_{}{}^{}\mathrm{Ru}$ by inelastic scattering of 16 MeV protons characterized by a deformation parameter ${\beta }_4$=0.10, one of the highest reported for any region of the mass table.
