The relative cross sections for exciting particular states in the (p,${\pi }^{+}$) reaction near threshold are calculated with the shell model assuming dominance of the elementary p+p→d+${\pi }^{+}$ reaction. Results from the plane-wave approximation show that strongly excited states for ${}_{}{}^{12}{}_{}{}^{}\mathrm{C}$ and ${}_{}{}^{13}{}_{}{}^{}\mathrm{C}$ targets can be accounted for in this manner.
