An empirical nucleon-nucleon effective interaction is derived by fitting the angular distributions of various ($J^{\pi },T$) transitions from the ${}_{}{}^{12}{}_{}{}^{}\mathrm{C}(p,p^{\prime }){}_{}{}^{12}{}_{}{}^{}\mathrm{C}_{}^{*}{}_{}{}^{}$ reaction.
