E(level): From 165Tm ε decay for low-spin levels up to 1528 keV, where details of least-squares fitting procedure requiring inflating uncertainties of about 18 γ transitions. High-spin levels are from two studies at different beam energies using 160Gd(9Be,4nγ) reaction, and 164Dy(α,3nγ) reaction, with precise level energies from 160Gd(9Be,4nγ):E=57 level (2012Sw01) when available. Other low-spin levels, not populated in γ-ray studies, are from particle-transfer reactions: 164Er(d,p); 166Er(d,t); 166Er(3He,α); and 167Er(p,t).
