Abstract
The proton-rich nuclei and were studied using the and reactions, respectively. Several energy levels are observed in each nucleus. The mass excess of was measured to be 6.773(28) MeV and the mass excess of was measured to be The first excited state of has been resolved from the ground state for the first time at an excitation energy of The first excited state of has been measured for the first time at an excitation energy of The astrophysical implications of these results for the reaction rates of and for the nucleosynthesis of and in Ne novae will be discussed.
