The energy spectra and wave functions of ${}_{}{}^{19}{}_{}{}^{}\mathrm{N}$ and ${}_{}{}^{19}{}_{}{}^{}\mathrm{O}$ are calculated using a modification of the Millener-Kurath interaction. The results are used to predict the half-life and decay modes of both the allowed and first-forbidden ${\beta }^{\mathrm{-}}$ decays of ${}_{}{}^{19}{}_{}{}^{}\mathrm{N}$. Comparison is made to recent experiments.
