We present measurements of the nonanalog pion double charge exchange reaction, ${}_{}{}^{18}{}_{}{}^{}\mathrm{O}({\pi }^{-},{\pi }^{+}){}_{}{}^{18}{}_{}{}^{}\mathrm{C}(\mathrm{g}.\mathrm{s}.\mathrm{})$, a transition between a $T=1\mathrm{}$ state and a $T=3\mathrm{}$ state, and compare the results to earlier measurements on self-conjugate targets.
