Abstract

We analyze the experimental data on the giant dipole resonance to extract the volume and surface symmetry energy coefficients (bvol and bsurf) entering in the semi-empirical mass formula. The analysis is based on a hydrodynamic model and yields bvol = 66 MeV and bsurf = 131 MeV in disagreement with recent mass-formula fits. The crucial role of surface effects on the static polarizability is discussed in detail.
