To obtain the large quadrupole moment recently reported for the $2_1^{+}$ level of ${}_{}{}^{18}{}_{}{}^{}\mathrm{O}$ a dominant ${\mathrm{}\left(\mathrm{sd}\right)\mathrm{}}^4{p}^{-2\mathrm{}}$ configuration is needed. This is inconsistent with the magnetic moment of the $2_1^{+}$ level which indicates a dominant ${\mathrm{}\left(\mathrm{sd}\right)\mathrm{}}^2$ configuration in agreement with model predictions.
