Abstract
A review of the analysis of the elastic scattering data advances the argument that two states, with and , are the dominant levels in near 5.4 MeV excitation. Both states show significant single-particle strengths. The spin assignment is in agreement with the recent shell-model calculations of Halbert et al. The origin of the state is still open.
