Performed a survey of 3344 nuclei in the A=2-270 mass range to search for atoms with possible β- channels with a condition of complete ionization; deduced a small fraction of nuclei throughout the whole chart of nuclides where bound-state β- decay channel is forbidden in their neutral atoms but opens in their bare ionic state.
