Coulomb excitation. 136Ce; deduced levels, J, π, B(M1), B(E2), B(E1), B(E3), identification of one-quadrupole phonon mixed symmetry state (MSS). Systematics of energies of first 2+, and mixed-symmetry 2+ states, B(M1) in N=78 isotones. Discussed fragmentation of the one-phonon MSS of 136Ce.
