NUCLEAR REACTIONS 164Dy(polarized γ, γ'), E=4.0-7.7 MeV; measured Eγ, Iγ, γ(polarization azimuthal asymmetry) using four HPGe detectors at the HIγS facility of TUNL. 164Dy; deduced levels, J, π, energy-integrated cross sections, widths, B(E1), B(M1), γ-branching ratios to the ground state and the first 2+ state, mean population ratios of the first and second 2+ states, and first 3+ state, photon strength function (PSF) and nuclear level density (NLD). Comparison with statistical model calculations.
