Release notes

The following problems have been identified in the EMPIRE-2.19beta:

• Cumulative spectra of particles are null with ENDF=1 option
• Discrete level for the same nucleus are stored several times in *.lev
• HRTW does not work for the reactions on excited targets
• Mismatch of the elastic channel in HRTW for reactions induced by 3-He (not very relevant - HRTW might be turned off in these cases)
• Fluctuations in the MSD emission in function of incident energy (improved but still not solved)
• Difference in neutron MSD spectra (inelastic scattering to discrete levels) compared to 2.18 version
• Fluctuations of cross sections in function of incident energy
• Flow in the DXSEND logic leading to multiple counting of gammas between discrete levels when plotted (EMPIRE results and ENDF-6 formatted files are correct)
• Slight difference between the integrated spectrum of gammas and the calculated cross section
